Federal grand jury proceedings have the right to the assistance of
counsel.

Mr. Traficant introduced the following bill; which was referred to the
Committee on the Judiciary

A BILL
To amend title 18, United States Code, to provide that witnesses at
Federal grand jury proceedings have the right to the assistance of
counsel.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That chapter 215 of
title 18, United States Code, is amended--
(1) by adding at the end the following:
``Sec. 3323. Right to assistance of counsel
``A witness before a grand jury shall have the right to have an
attorney present in the room where the grand jury is sitting to assist
that witness while the witness is being questioned.''; and
(2) by adding at the end of the table of sections at the
beginning of such chapter the following new item:
``3323. Right to assistance of counsel.''.
