To provide for the compensation of the people and Government of the United States who suffered damages as a result of the attack on, and occupation of, Kuwait by Iraq in 1990.
Authorizes the Secretary of the Treasury to establish an Iraqi Claims Fund. Vests in the President Iraqi Government assets in the United States that have been blocked pursuant to the International Emergency Economic Powers Act. Requires the President to liquidate them and transfer the proceeds to the Fund to satisfy claims against the Government of Iraq by U.S. nationals, as well as claims of the U.S. Government and of U.S. corporations. Sets forth requirements with respect to the payment of such claims. Requires the U.S. Commission to coordinate with the United Nations Compensation Commission with regard to compensation paid to UN claimants under this Act.
