To replace the Immigration and Naturalization Service with the Office of the Associate Attorney General for Immigration Affairs, the Bureau of Immigration Services, and the Bureau of Immigration Enforcement, and for other purposes.
Establishes in the Department the Bureau of Immigration Services, to be headed by the Director of the Bureau of Immigration Services. Transfers from the Immigration and Naturalization Service to the Bureau all adjudicatory functions and related personnel. Establishes the Office of Children's Affairs.
Establishes in the Department the Bureau of Immigration Enforcement, to be headed by the Director of the Bureau of Immigration Enforcement. Transfers from the Service to the Bureau functions and personnel of the: (1) Border Patrol; and (2) detention and deportation, intelligence, and investigations programs. Establishes the Office of Children's Affairs..
Directs: (1) the Attorney General and the Secretary of Labor to establish an Internet-based system to track immigration-related filings; (2) the Attorney General to conduct an on-line filing feasibility study; and (3) the Attorney General and the Secretaries of Commerce and Labor to jointly establish a Technology Advisory Committee.
Provides for the transfer of all necessary personnel and allocation of appropriations as provided for under this Act.
