To provide for a one-year procurement moratorium for the Marine Corps V-22 Osprey tilt-rotor aircraft program in order to provide a needed time out and to allow for a safety and performance reliability evaluation of that aircraft.
Directs the: (1) Secretary of the Navy to submit to Congress an evaluation of Osprey research, development, test, and evaluation, as well as possible Osprey data falsification; and (2) Inspector General of the Department of Defense to submit to Congress the results of the investigation of such program.
