To amend the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make grants to support local mentoring programs for children in need, and for other purposes.
Makes eligible for such grants: (1) local educational agencies; (2) nonprofit community-based organizations; or (3) partnerships between such an agency and such an organization. Requires selection of at least one grant recipient in each State for which there is a qualified applicant.
Directs the Comptroller General to study and report to the Secretary and to Congress on successful school-based mentoring programs.
