To provide for grants to State child welfare systems to improve quality standards and outcomes, and to authorize the forgiveness of loans made to certain students who become child welfare workers.
Authorizes the Secretary of Health and Human Services to make grants to applicant States to improve the quality of child welfare services by increasing the quality and capacity of their child welfare workforce or by increasing the coordination of their child welfare services.
Amends the Higher Education Act of 1965 to authorize the Secretary to carry out a demonstration program for eligible individual applicants employed in child welfare work to repay certain educational loans.
