To amend the Congressional Budget Act of 1974 to require a three-fifths majority vote in the House of Representatives or Senate to waive the point of order against considering spending or revenue legislation for a fiscal year before a concurrent resolution on the budget is in place for that fiscal year, and for other purposes.
Amends rule XIII of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order proposing that such point of order be waived by a vote of less than three-fifths of the Members.
