To amend the Public Health Service Act and titles XVIII and XIX of the Social Security Act to sustain access to vital emergency medical services in rural areas.
Amends titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) of the Social Security Act to establish a prudent layperson standard for emergency ambulance services under Medicare and Medicaid.
