To require that the same transit pass transportation fringe benefits that are currently being offered to certain executive branch employees in the National Capital Region be extended to other similarly situated Federal employees.

Requires each Federal agency in the National Capital Region to implement a program under which all qualified employees shall be offered the transit pass transportation fringe benefits that are currently required to be offered by executive agencies in the Region.
