To amend the Reclamation Projects Authorization and Adjustment Act of 1992 to impose a limit on the Federal share of the costs of the Long Beach Desalinization Research and Development Project in Los Angeles County, California.

Amends the Reclamation Projects Authorization and Adjustment Act of 1992 to provide that the Federal share of the costs of the Long Beach Desalination Research and Development Project in Los Angeles County, California, shall not exceed the lesser of: (1) 50 percent of the Project's total cost (currently); or (2) $13.5 million.
