Prohibits receipts and disbursements of the Federal Hospital Insurance Trust Fund from being counted as new budget authority, outlays, receipts, deficit, or surplus for purposes of the national budget, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Requires official statements issued by the Office of Management and Budget, the Congressional Budget Office, or any Federal agency of Federal surplus or deficit totals to exclude the outlays and receipts of the Old-Age, Survivors, and Disability Insurance Program and the Hospital Insurance Program (Medicare).
