To amend the Communications Act of 1934 in order to require the Federal Communications Commission to fulfill the sufficient universal service support requirements for high cost areas, and for other purposes.
Requires the FCC to calculate: (1) high-cost (in excess of 115 percent of the nationwide average) loop (connection) support portions; and (2) the nationwide average unseparated loop cost.
