To amend the Internal Revenue Code of 1986 to increase the child tax credit to $2,000 per child and make such credit refundable.

Amends the Internal Revenue Code to: (1) increase the child tax credit from $500 to $2,000; (2) make such credit refundable; and (3) remove the limitation based on adjusted gross income for such credit.
