(Sec. 2) Continues, until January 11, 2003, (or other later date as specified in any subsequent revisions of this continuing resolution) certain activities authorized by title IV part A (Temporary Assistance for Needy Families) (TANF) of the Social Security Act (including the Abstinence Training Program, Territory entitlement to grants, and extension of grants to States for medical assistance programs).
Provides that grants and payments may be made pursuant to this authority at the beginning of any included quarter or other period of FY 2003, for such quarter or other period, at the level provided for such activities for the corresponding quarter or other period of FY 2002.
(Sec. 3) Authorizes the Secretary of Homeland Security, with the approval of the Office of Management and Budget (OMB), transfer up to $500 million made available to the Department of Homeland Security (DHS) for higher priority items, based on unforeseen homeland security requirements, than those for which originally appropriated; but in no case where the item for which funds are requested has been denied by Congress.
Authorizes OMB to transfer up to $140 million from unobligated balances of appropriations enacted before October 1, 2002, for organizations and entities that will be transferred to the new DHS for salaries and expenses associated with its initiation.
Continues such authority for the Secretary of DHS and for OMB through FY 2004.
