Proposing an amendment to the Constitution of the United States to provide for the appointment by the States of Electors for the election of the President and Vice President on the basis of the popular vote of each Congressional district of the State and for the appointment of two electors by each State on the basis of the total popular vote of the State.

Constitutional Amendment - Provides in an election for President and Vice President: (1) for each State to appoint two Electors to vote for the candidates for President and Vice President who received the greatest number of popular votes cast in the State for such election; and (2) for each congressional district established in the State, one Elector to vote for the candidates for President and Vice President who received the greatest number of popular votes in that district.
