Encourages: (1) Americans to demonstrate their support for veterans on Memorial Day and Veterans Day by treating those days as special days of remembrance; (2) houses of worship and other institutions to ring bells at noon on such Days; and (3) people to then observe a moment of silence in recognition of veterans.
