Commending the Secretary of Transportation and the Nation's air traffic controllers for their actions to avert further tragedy following the terrorist attacks on September 11, 2001.

Commends: (1) the Secretary of Transportation for acting quickly and decisively to avert further tragedy following the terrorist attacks on September 11, 2001; and (2) air traffic controllers for heroic actions on September 11 to avert further tragedy.
