Expressing the sense of Congress that the United States Government should conduct a policy review of its relations with the People's Republic of China.

Expresses the sense of Congress that: (1) the President and his advisors should be commended for negotiating the safe return of the 24 American crew members of the Navy EP-3E Aries II aircraft that made an emergency landing on Hainan, China, on April 1, 2001; and (2) the U.S. Government should conduct a policy review of its relations with the Government of the People's Republic of China in light of recent events.
