Amends the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 (OCESAA99) to repeal certain mutually conflicting provisions relating to the Vaccine Injury Compensation Trust Fund under the Vaccine Injury Compensation Program Modification Act.
Makes conforming amendments to the Internal Revenue Code relating to Trust Fund expenditures, and makes them effective as if included in OCESAA99.
