A bill to provide for equitable compensation for the Cheyenne River Sioux Tribe, and for other purposes.
Directs the Secretary to withdraw the aggregate amount of interest deposited into the Fund for each year and transfer those amounts to the Secretary of the Interior for making payments as requested by the Tribe, pursuant to tribal resolution, for promoting economic and infrastructure development and educational, health, recreational, and social welfare objectives.
Authorizes appropriations.
Extinguishes, upon deposit of the above funds, all monetary claims the Tribe may have against the United States arising from the taking of land and property of the Tribe for the Oahe Dam and Reservoir Project under the Pick-Sloan Missouri River Basin program.
Title II: Bosque Redondo Memorial - Bosque Redondo Memorial Act - Authorizes the Secretary of Defense, upon request of the State of New Mexico, to establish within the boundaries of Fort Sumner State Monument in New Mexico the Bosque Redondo Memorial to commemorate the detention at Bosque Redondo of Navajo and Mescalero Apache people from 1863 to 1868. Authorizes the Secretary to award a grant to New Mexico for up to 50 percent of Memorial construction costs.
Authorizes appropriations for FY 2000 through 2002.
Title III: Sense of the Congress Regarding the Need for Cataloging and Maintaining Certain Public Memorials - Expresses the sense of Congress that: (1) public memorials that commemorate U.S. military conflicts and the service of individuals in the armed forces should be maintained in good condition; and (2) Federal, State, and local agencies responsible for the construction and maintenance of these memorials should cooperate in cataloging them and providing resulting information to the Department of the Interior. Urges the Secretary of the Interior, acting through the Director of the National Park Service, to: (1) collect and maintain information on such memorials; (2) coordinate efforts at collecting and maintaining this information with similar efforts by other entities, such as Remembering Veterans Who Earned Their Stripes; and (3) make such information available to the public.
Title IV: Conveyance of Kiniklik Village - Provides for the conveyance by sale of Tracts A and B Russian Greek Church Mission Reserve from the Forest Service to Chugach Alaska Corporation, requiring the protection of historic and cemetery sites therein.
Title V: Revision of Richmond National Battlefield Park Boundaries - Richmond National Battlefield Park Act of 2000 - Establishes the Richmond National Battlefield Park for protecting, managing, and interpreting the resources associated with the Civil War battles in and around Richmond, Virginia. Authorizes the Secretary of the Interior to make adjustments to Park boundaries and acquire Park lands. Requires such Secretary to administer the Park as a unit of the National Park System.
Requires such Secretary to provide for the establishment of a monument or memorial to honor the 14 Medal of Honor recipients from the United States Colored Troops who fought in the Battle of New Market Heights, and to include the role of black Union soldiers in historical interpretations provided at the Park.
Authorizes appropriations.
Title VI: Southeastern Alaska Intertie System Construction; Navajo Electrification Demonstration Program - Authorizes appropriations to the Secretary of Energy to assist in the construction of the Southeastern Alaska intertie system as generally identified in a specified Report of the Southeast Conference upon completion and submission by the Forest Service to Congress of the outgoing High Voltage Direct Current viability analysis pursuant to a specified Agreement, or no later than February 1, 2001. Mandates that such sums equal 80 percent of the cost of the system. Identifies a final maximum sum.
Directs such Secretary to: (1) establish a five-year Navajo electrification demonstration program; (2) provide program implementation grants to the Navajo Nation; and (3) submit annual program status reports to Congress. Authorizes appropriations.
