Amends the Consolidated Farm and Rural Development Act with respect to shared appreciation agreements to: (1) exclude capital improvements made by the borrower from the recapture value; and (2) permit the borrower to obtain a shared appreciation loan, in addition to any other agricultural credit loans, at an interest rate not in excess of comparable U.S. marketable obligations.
