A bill to amend title XIX of the Social Security Act to provide for medicaid coverage of all certified nurse practitioners and clinical nurse specialists.
Medicaid Nursing Incentive Act of 1999 - Amends title XIX (Medicaid) of the Social Security Act to provide for Medicaid coverage of State-authorized services by certified nurse practitioners and clinical nurse specialists, regardless of whether or not such services are performed under the supervision of a physician or other health care provider.
Defines "clinical nurse specialist" as an individual who: (1) is a registered nurse licensed to practice nursing in the State in which the clinical nurse specialist services are performed; and (2) holds a master's degree in a defined area of clinical nursing from an accredited educational institution.
