Authorizes the President, subject to specified conditions, to provide scholarships under the Foreign Assistance Act of 1961 (relating to assistance to the independent states of the former Soviet Union) for 100 nationals of the independent states of the former Soviet Union seeking to commence graduate study in a six-year program in any field of social science. Sets forth specified allocations of funds for such scholarships for FY 2000 through 2009.
