A bill to provide for regulatory reform in order to encourage investment, business, and economic development with respect to activities conducted on Indian lands.
Indian Tribal Regulatory Reform and Business Development Act of 1999 - Directs the Secretary of Commerce to establish the Regulatory Reform and Business Development on Indian Lands Authority to facilitate identifying and removing obstacles to investment, business development, and the creation of wealth with respect to Native American community economies.
Requires the Authority to: (1) conduct a review of laws and regulations relating to investment, business, and economic development that affect investment and business decisions concerning activities conducted on Indian lands; and (2) report to specified congressional committees and Indian tribes review findings and recommendations for proposed revisions to laws.
Authorizes appropriations.
