A bill to amend the Agricultural Trade Act of 1978 to exempt agricultural commodities, livestock, and value-added products from unilateral economic sanctions, to prepare for future bilateral and multilateral trade negotiations affecting United States agriculture, and for other purposes.
States that the President: (1) may determine that for reasons of war or national interest such exemption shall apply; and (2) shall determine such exemption's applicability to each sanction. Sets forth exemption determination requirements and related congressional procedural provisions.
(Sec. 4) Expresses the sense of Congress with respect to: (1) U.S. agricultural trade negotiation objectives; (2) sale or barter of food assistance; and (3) relief from foreign trade practices restricting U.S. agricultural commodities, including the use of specified agricultural authorities in instances of undue delay in resolving disputes.
(Sec. 7) Amends the Agricultural Trade Development and Assistance Act of 1954 to repeal the micronutrient fortification pilot program.
(Sec. 8) Makes technical amendments to the: (1) Federal Agriculture Improvement and Reform Act of 1996; (2) Food, Agriculture, Conservation, and Trade Act of 1990; and (3) Agricultural Trade Act of 1978.
