A bill to provide for the treatment of the actions of certain foreign narcotics traffickers as an unusual and extraordinary threat to the United States for purposes of the International Emergency Economic Powers Act.

Directs the President, for purposes of the International Emergency Economic Powers Act, to treat the actions of any individual designated by the President as a significant narcotics trafficker centered outside the United States as an unusual and extraordinary threat to the U.S. national security, foreign policy, and economy and to declare a national emergency with respect to that threat.
