Directs the President, for purposes of the International Emergency Economic Powers Act, to treat the actions of any individual designated by the President as a significant narcotics trafficker centered outside the United States as an unusual and extraordinary threat to the U.S. national security, foreign policy, and economy and to declare a national emergency with respect to that threat.
