Voter Turnout Enhancement Study Commission Act - Establishes the Voter Turnout Enhancement Study Commission to study conforming the Federal income tax filing date to the date of biennial Federal elections. Requires that matters studied shall include the costs and benefits of change in tax filing deadlines.
Authorizes appropriations.
