Alcoholic Beverage Label Preservation Act of 1999 - Amends the Alcoholic Beverage Labeling Act of 1988 to prohibit statements and representations relating to alcoholic beverages and health on alcoholic beverage containers and packages in addition to the one already required by such Act.
