A bill to amend sections 3 and 5 of the National Child Protection Act of 1993, relating to national criminal history background checks of providers of care to children, elderly persons, and persons with disabilities.
Directs the Attorney General to provide guidance to authorized agencies and qualified entities in making provider fitness determinations based upon criminal history information.
Provides criminal penalties for the unauthorized request or use of such information by a qualified entity.
