A bill to authorize the exchange of land between the Secretary of the Interior and the Director of the Central Intelligence Agency at the George Washington Memorial Parkway in McLean, Virginia, and for other purposes.
Requires the Director to allow public access to such land within the boundary of the Parkway for a motor vehicle turn-around on the Parkway by employees of: (1) the Federal Highway Administration (FHWA); and (2) other Federal employees and visitors whose admission to the Turner-Fairbanks Highway Research Center of the FHWA is authorized.
Allows the Director to close access to such land to all persons (other than the U.S. Park Police, other necessary employees of the National Park Service (NPS), and FHWA employees) if the Director determines that physical security conditions require the closure to protect CIA employees or property. Disallows the Director from closing access to such land for more than 12 hours during any 24-hour period unless the Director consults with the NPS, the Center, and the U.S. Park Police. Prohibits any action from being taken to diminish access to such land by FHWA employees except when taken for security reasons.
Requires the Director to ensure compliance by the CIA with the deed restrictions that apply to such land.
Requires compliance by the Secretary and the Director with the terms and conditions of the Interagency Agreement between the NPS and the CIA regarding the exchange and management of the land subject to such Agreement.
Requires the Secretary and the Director to complete the exchange not later than 120 days after this Act 's enactment.
Requires: (1) any land conveyed to the Secretary to be included within the boundary of the Parkway and to be administered by the NPS as part of the Parkway and (2) any land conveyed to the Director to be administered as part of the CIA's Headquarters Building Compound.
