Amends the False Identification Crime Control Act of 1982 to prohibit the transfer of a false identification document by electronic means, including on a template or computer file or disc.
Repeals provisions of the Federal criminal code prohibiting the mailing of private identification documents without a disclaimer noting that such documents are not Government- produced.
