National Clean Water Trust Fund Act of 2000

National Clean Water Trust Fund Act of 2000 - Amends the Federal Water Pollution Control Act to establish a National Clean Water Trust Fund to be composed of amounts obtained through enforcement actions. Makes the Fund available for projects to restore waters from damages resulting from violations of such Act or from the discharge of pollutants. Permits the use of Fund amounts only for projects conducted in the watershed, or in an adjacent watershed, in which a violation results in the institution of an enforcement action.

Authorizes the use of civil penalties obtained under such Act for mitigation or restoration projects or other projects that enhance public health or the environment.
