A bill to provide that extension of nondiscriminatory trade treatment to the People's Republic of China be contingent on the United States and People's Republic of China entering into a bilateral agreement relating to enforcement.
Requires such bilateral agreement to declare that if the United States initiates a dispute settlement proceeding against China in the WTO and prevails and the appeals procedures are exhausted, China will not challenge or request arbitration on the level of the suspension of concessions or other obligations the United States may take with respect to China pursuant to the Understanding On Rules And Procedures Governing The Settlement of Disputes.
