Instructs the Secretary of Energy ( the Secretary) to establish energy audit procedures and techniques. Removes the directive to the Secretary to make such procedures and techniques available to certain States.
Raises from $1600 to $2500 the ceiling upon financial assistance expenditures for labor, weatherization materials, and related matters. Expands the scope of weatherization materials to include the cost of making heating and cooling modifications, including replacement.
Repeals the directive to the Secretary to establish a separate, average per dwelling unit limitation for dwelling units within specified States.
Amends the Department of the Interior and Related Agencies Appropriations Act, 2000, to repeal the participating State matching requirement for weatherization assistance grants.
