A bill to enhance competition in the agricultural sector and to protect family farms and ranches and rural communities from unfair, unjustly discriminatory, or deceptive practices by agribusinesses, and for other purposes.
Directs the Secretary of Agriculture to establish the Family Farmer and Rancher Claims Commission to review related violation claims. Funds the Commission from related civil penalties and authorizations of appropriations.
(Sec. 5) Sets forth the conditions under which a dealer, processor, commission broker, or operator of a warehouse or other agricultural operation must file premerger notice with the Secretary for discretionary review (mandatory upon a member of Congress' request).
(Sec. 6) Sets forth plain language and disclosure requirements for contracts.
(Sec. 7) Requires certain dealers, processors, commission merchants, or brokers to file annual corporate structure reports with the Secretary.
(Sec. 8) Provides specified Treasury funds to the Secretary to hire and train staff to carry out the additional responsibilities under this Act.
(Sec. 9) Directs the General Accounting Office to conduct a study of competition in the domestic farm economy.
