Requires the Secretary to accept specified amounts from the District and power customers as consideration for the conveyance of such facilities. Treats the amount from the power customers as a full and complete payment of such consideration and as repayment of all aid to irrigation associated with such facilities. Credits the amount paid by the District toward repayment of capital costs of the Project in an amount equal to the associated undiscounted obligation for repayment of such capital costs.
