A bill to amend title VII of the Public Health Service Act to establish a psychology post-doctoral fellowship program, and for other purposes.

Amends the Public Health Service Act to provide for grants to and contracts with eligible individuals and institutions to encourage the provision of psychological training and services in underserved treatment areas. Requires individuals to already possess a doctoral degree in psychology and agree to provide services in a medically underserved population during the grant and at least one year thereafter. Requires institutions to use amounts provided for fellowships to such individuals. Authorizes appropriations.
