A bill to exclude the receipts and disbursements of the Abandoned Mine Reclamation Fund from the budget of the United States Government, and for other purposes.

Declares that the receipts and disbursements of the Abandoned Mine Reclamation Fund shall not be counted as new budget authority, outlays, receipts, or deficit or surplus for purposes of: (1) the President's budget; (2) the congressional budget; or (3) the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). (Thus excludes the Fund's receipts and disbursements from the U.S. Budget.)

Amends the Surface Mining Control and Reclamation Act of 1977 to provide that all amounts in such Fund at the end of any fiscal year shall be immediately available for expenditure or obligation, without further appropriation, at the commencement of the next fiscal year. (Currently, amounts from the Fund are available only when appropriated.)
