A bill to clarify the standing of United States citizens to challenge the blocking of assets by the United States under the Foreign Narcotics Kingpin Designation Act.

Declares that no provision of the Foreign Narcotics Kingpin Designation Act shall be construed to prohibit a U.S. citizen from raising any challenge available as of November 19, 1999, under the Administrative Procedure Act, or any other provision of law, with respect to the blocking of assets by the United States under such Act.
