A bill to provide for the immediate review by the Immigration and Naturalization Service of new employees hired by employers subject to Operation Vanguard or similar programs, and for other purposes.

Directs the Attorney General to establish a pilot program to provide for electronic confirmation of an individual's identity and employment eligibility within five days of an employer's information submission. Authorizes Immigration and Naturalization Service personnel to make such confirmations.

States that failure by the Attorney General to make the program available to covered employers (as defined in this Act) shall prohibit the issuance of certain administrative subpoenas under Operation Vanguard or other similar program.

Revises related civil penalties with respect to participating employers.
