Healthy Seniors Act of 1999

Healthy Seniors Act of 1999 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to provide for: (1) making specified medical assistance available for prescribed drugs under the State Medicaid plan for certain low-income Medicare beneficiaries not otherwise eligible for such assistance who are enrolled under part B (Supplementary Medical Insurance) of SSA title XVIII; and (2) making payments to the States with respect to such medical assistance at a Federal matching rate of 100 percent.

Directs the Secretary of Health and Human Services to reduce payments to a State for a calendar quarter in a fiscal year to the extent that the Secretary determines that certain State expenditure levels for Medicare beneficiaries related to any State- funded prescription drug program or Medicare medical assistance provided under Medicare is less than the level of such expenditures under Medicare or Medicaid during FY 1999.
