A bill to amend the Foreign Assistance Act of 1961 to prohibit the payment of debts incurred by the communist government of Cuba.
Directs the Secretary of the Treasury to instruct the U.S. executive director of each international financial institution to use the U.S. vote to oppose any loan, assistance, or program the proceeds of which will be used to pay, in whole or in part, any such debts.
