A bill to provide a rotating schedule for regional selection of delegates to a national Presidential nominating convention, and for other purposes.
Requires: (1) the Federal Election Commission (FEC) to certify to the States in the relevant region the names of all seriously considered candidates of each political party; and (2) each State to include on its primary ballot the names certified by the FEC and any other names determined by the appropriate State committee.
Directs each State committee to establish a procedure for the apportionment of delegates to the national conventions of each political party based on either the winner-take-all or the proportionate preference method. Prescribes delegate selection and voting at the national conventions.
