Declares a named individual to have been lawfully admitted to the United States for permanent residence under the Immigration and Nationality Act upon payment of the required visa fee. Waives grounds for removal or deportation of such individual by reason of any act of his that is a ground for removal or denial of admission and is reflected in the records of the Immigration and Naturalization Service.
