A bill to establish America's education goals.

Title I: America's Education Goals - Sets forth a declaration of America's Education Goals, using the categories of: (1) school readiness; (2) school completion; (3) student achievement and citizenship; (4) teacher education and professional development; (5) mathematics and science; (6) adult literacy and lifelong learning; (7) safe, disciplined, and alcohol- and drug-free schools; and (8) parental participation.

Title II: America's Education Goals Panel - Establishes an America's Education Goals Panel in the executive branch, to advise the President, the Secretary of Education, and Congress.
