A bill to grant the President authority to proclaim the elimination or staged rate reduction of duties on certain environmental goods.

Authorizes the President to eliminate, or provide staged rate reductions on, any duties imposed on certain environmental products, provided: (1) the President determines that any existing duty or other import restriction of any country or the United States is unduly burdening or restricting U.S. trade with respect to such products; and (2) the United States enters into an agreement to eliminate or reduce such duty or remove such burden or restriction with respect to such product as part of a multilateral negotiation under the auspices of the World Trade Organization (WTO). Requires that certain conditions be met before the President can take such action.
