A bill to amend the Radiation Exposure Compensation Act, and for other purposes.
Revises the limitations on attorney fees for services rendered in connection with a claim. Replaces the current ten percent maximum fee with an applicable percentage consisting of: (1) two percent for the filing of an initial claim; and (2) ten percent for any claim with respect to which a representative has made a services contract before enactment of this Act, or for any resubmittal of a denied claim.
Directs the General Accounting Office to submit periodically detailed status reports to Congress.
Amends the Public Health Service Act to establish a program of grants (including grants through the Indian Health Service) to certain Federal, State, or local medical centers, or nonprofit organizations for education, prevention, and early detection of radiogenic cancers and diseases.
Authorizes appropriations for FY 1999 through 2009.
