A bill to require the United States Trade Representative to appear before certain congressional committees to present the annual National Trade Estimate.

Amends the Trade Act of 1974 to require the U.S. Trade Representative to appear before specified congressional committees (including the Committee on Ways and Means of the House) to provide: (1) an analysis of the contents of the National Trade Estimate (identification of acts, policies, or practices of foreign countries which constitute significant barriers to U.S. goods or services, U.S. investment, and U.S. electronic commerce); and (2) an outline of the actions (or reasons for not taking action) to eliminate such acts, policies, or practices.
