Drug-Free Families Act of 1999

Drug-Free Families Act of 1999 - Directs the Administrator of the Drug Enforcement Administration to make a grant to the Parents Collaboration (a tax-exempt entity aimed at helping parents prevent drug use, abuse, and addiction within their communities, that meets specified requirements) to conduct a national campaign to build a new parent and family movement to help prevent drug abuse among children. Terminates such grant after five years.

Authorizes appropriations. Limits administrative costs to five percent.
