Amends the Marine Mammal Protection Act of 1972 to direct the Secretary of Commerce to conduct the Marine Mammal Rescue Grant Program to provide grants to eligible stranding centers and stranding network participants for the recovery or treatment of marine mammals and the collection of health information relating to them.

Authorizes appropriations.
